Railway Safety Management Systems Audits

The QSS Group Ltd has built upon its excellent reputation in Railway Safety Case auditing, to offer a robust and innovative approach to Independent Railway Safety Management Systems auditing and ROGS (The Railways and Other Guided Transport Systems (Safety) Regulations 2006) preparedness assessments.

QSS's approach is specifically designed to:

  • Test the efficiency, effectiveness and reliability of Safety Management Systems (SMS),
  • Give assurance that they comply with safety legislation,
  • Demonstrate that they embrace continuous improvement.

In order to achieve this, QSS will engage each client to:

  • Develop a risk-based approach to the design of audits utilising risk profiles and experience to focus on key issues,
  • Work with the client to develop an audit that adds to the business,
  • Limit the intrusion into the daily operation of the company during audit,
  • Focus on system level performance.

The purpose of a SMS is to ensure safe operations by controlling risks to a level that is as low as reasonably practicable. The acceptance processes laid down in the ROGS Regulations seek evidence of the management capability to operate safely, rather than requiring the generation of a case for safety.  In line with this, the approach to audit adopted by QSS reflects the need to robustly test the application of the SMS rather than focussing too heavily on the policy and high level documentation sat behind it. This is characterised by a high degree of bottom-up auditing leading to less time spent occupying senior management.  This yields an audit that offers flexibility whilst recognising the different types of undertakings (infrastructure, passenger, freight and tram), and the different levels of maturity of SMSs (eg. long standing stable organisation or newly formed company) of the individual Transport Undertakings.
