The QSS Group Limited provide a range of professional services tailored to meet the ever changing requirements of legislation, Railway Group Standards and other railway industry related requirements.

QSS is able to offer an extensive range of technical experts many approved by the Railway Industry Supplier Approval Scheme authority, some with VAB Signatory status, Chartered Engineers and others with a proven operational/technical history.

On the 10th April 2006, The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS) came into force, replacing the Railways (Safety Critical Work) Regulations and the Railway (Safety Case) Regulations.

This change has had a major impact on how train operators, station operators and infrastructure managers are regulated. The emphasis has moved from a formally regulated regime to demonstration of compliance via the Safety Certificate. (See Independent Safety Management System Audit, available on our web site).

Engineering Change remains a core requirement for vehicle owners and operators whether this is for Route Acceptance or Engineering Acceptance of railway vehicles. With the withdrawal and change introduced through revised or withdrawn Railway Group Standards and Network Rail Company Standards, ROGS has created the opportunity along side a Network Rail voluntary standard for Duty Holders to independently demonstrate verification of safety management arrangements. Modified arrangements are therefore being adopted by a wide range of equipment suppliers, vehicle owners and operators.
QSS can support this process of safety management verification with:

  • Vehicle Signatory Resource - The provision of construction, maintenance and verification signatories to assist with short and medium-term workload peaks.
  • Safety verification process support - The management, on behalf of the purchaser or supplier, of the safety verification process for vehicle and component overhaul, refurbish, modification or new manufacture programme.
  • Turnkey change approval - The management of the whole process of vehicle or component change approval from concept to implementation, including the approval and management of suppliers and contractors construction quality, build integration and fit-out.
