ORR Licensing Arrangements
The QSS Group Limited on behalf of its client, recently assembled the application for a Depot Operating Licence. The Office of Rail Regulation (ORR) on receipt commented “this is one of the most concise and complete applications we have ever received.”
Introducing new trains and their maintenance requirements e.g. new maintenance depot operations requires approval from the ORR before these operations may commence. In particular, The Railways Act 1993 (as amended) authorises the operation of railway assets in Great Britain, including licensing for Light Maintenance Depot operations.
Introducing new trains to the UK is usually coupled with supporting maintenance facilities in the form of a purpose built depot. QSS smooth the way for the Operator by preparing and submitting the Licence application to the ORR.
Using project management tools to prioritise activity and monitor progress, the various elements that underpin the application e.g. Safety Management Systems, Competency Management, Environmental Management etc. are reviewed and verified as fit for purpose. Where required, management system documentation is prepared with the client.
Regular liaison with the ORR is critical in ensuring that at submission, the application is robust and complete such that time is not wasted through requests for further evidence from the applicant. QSS provide a focus with the ORR to ensure that the information contained in the Licence Application is acceptable to the ORR review team.
The Company (Licence applicant) must demonstrate ‘Professional Competence’ with their Licence Application submission. Collection of the corporate information e.g. Shareholder information, audited accounts, corporate governance requirements, insurance, etc are brought together to demonstrate the Operating Company’s credentials for having that Operating Licence.
